• To anyone looking to acquire commercial radio programming software:

    Please do not make requests for copies of radio programming software which is sold (or was sold) by the manufacturer for any monetary value. All requests will be deleted and a forum infraction issued.     To obtain Motorola software see the Sticky in the Motorola forum.

    The various other vendors often permit their dealers to sell the software online (i.e., Kenwood). Please use Google or some other search engine to find a dealer that sells the software. Typically each series or individual radio requires its own software package. Often the Kenwood software is less than $100 so don't be a cheapskate; just purchase it.

    For M/A Com/Harris/GE, etc: there are two software packages that program all current and past radios. One package is for conventional programming and the other for trunked programming. The trunked package is in upwards of $2,500. The conventional package is more reasonable though is still several hundred dollars. The benefit is you do not need multiple versions for each radio (unlike Motorola).

    This is a large and very visible forum. We cannot jeopardize the ability to provide the RadioReference services by allowing this activity to occur. Please respect this.

I posted this in another thread, however this appears to be a better forum to post it to.

I have 2 radios, a P5100 and P7100IP. Both are programmed with the same personality, and both are programmed to receive this system:

Lake County Law/Government Trunking System, Lake County, Illinois - Scanner Frequencies

They were programmed by the fellow who sent them to me in a trade, and upon viewing the personality file in RPM (ver R09C04) everything looks right...

Except that I get " CC SCAN " when attempting to listen to the above mentioned EDACS system. It receives conventional traffic just fine - so it is not an RF issue.

Here is the information out of the P7100IP, if it's of any value..
NON-FIPS, Prom Ver 00 00/00 EEPROM 2k, RAM 128k, Flash 2m, DSP G4R06M02, Flash J2R18F04.

What could I be missing? Unless the Site # listed on RR is incorrect, I'm not quite sure what's wrong...

You mention that they are the same personality, where did they programmed for the same LID and where did it come from - was it assigned by the system admin and added to the CSD? Looking at the database, I am unaware of any legit site id of "000". In a very simple system, the site ID would tend to be "1". Is the system using ESK, EDACS IP or Extended Addressing? ESK requires the key at time of programming. EDACS IP and/or extended addressing require those features be enabled. Is basic EDACS an enabled feature?

I've got it figured out. The proper Site # is 03, not 0 as listed in the RR DB. (By the way, RPM will only accept a value of 1-31 anyways, so 0 isn't a valid # period)

Waukegan man charged for racially offensive radio transmissions

On November 26, 2013 Raymond J. Kelly, 24, of the 4800 Block of Eastwood Ct in Waukegan was arrested after tampering with jail communications.

During the evening hours of November 23, 2013 and November 24, 2013 Kelly, an avid amateur radio operator, gained access to the Lake County Sheriff’s Office corrections talk group and transmitted racially offensive language. Kelly is a former police and fire explorer. He was previously arrested and charged by Kenosha County Sheriff’s Office in a similar incident. A search of Kelly’s residence resulted in the seizure of radio and other electronic equipment.

Kelly has been charged with Tampering with Communication Services (2 counts) and Harassment through Electronic Communications.

His jail bond is set at $10,000.00.

He is scheduled to appear in court on December 5, 2013.

The case has been referred to the FBI.

The Lake County Sheriff’s Office has implemented measures to prevent a future security breach.

And people wonder why departments want to go to encrypted voice transmissions and more secure radio systems that are hard if not impossible to gain access to or monitor without authorization.

It's idiots like that guy who are going to render the hobby of radio scanning a relic of the distant past.

Or, if you successfully monitor a system, be eligible for felony charges.

Yes I must say he must have gotten it right. This wasn't his first time being cought by a police for this exact thing. He was convicted in June of this year in this same county for this on Waukegan,Illinois PD and Kenosha,Wisconsin . He surrendered his ham license in September as part of his plea agreement with Kenosha county. My guess is his agreement with Kenosha is now null and void since the feds were involved with Kenosha originaly and they were charging him under the Patriot Act. These new charges should be real interesting since he was sentenced this year and a plea agreement this year then do it again.

Wow, just...wow. I imagine his ability to hear whats going on over the jail radio system is a lot better now, at least when the Deputies stand close to his cell.

Let this serve as a warning to those who want to engage in this type of stuff - the Lake County Sheriff's office contacted me last week about this guy. However, they didn't serve us a formal subpoena so I was unable to release any personal information.

But it looks like they didn't need our help because they got their guy.

Great work on their part for sure!

But let me be crystal clear about this - law enforcement actively watches these forums for this type of stuff and I get subpoenas all the time from agencies looking to identify folks that are illegally programing radios.

The sad thing is Ray has/had great amount of potential in the radio engineering field and due to some poor choices in life and other issues let him get out of control. He alienated a lot of people in the Ham community in northern IL with his behavior even before this.
