Programming a WS1065

Someone has tasked me with programming a WS1065 for them and it's been a very long while since I've messed with any of this. I'm using PSREdit and began adding scan lists by county from data imported from RadioReference. So far I have Marion, Morgan, Hendricks, Hancock county SAFE-T, and Indianapolis DPS. I programmed everything that was police, fire, ems related. I've been watching it for a few hours now and nothing other than the Morgan county traffic is coming through.

I found this on the Hoosier SAFE-T page and wondered about ASTRO-25. Am I not able to receive anything else that I have programmed in because the WS1065 is only capable of decoding P25 Phase I?

Upgrades to P25 are complete in Phases 1, 2, and 3 with only the INDOC IJCF site in Marion County still on the Motorola System. From ISP Region 5 south, all sites are on the ASTRO-25 system.

I'm a little confused, because the Indianapolis DPS page says the system is a P25 Phase I, as do the SAFE-T sites and talkgroups that I have programmed.

Edited to add: I isolated the Indianapolis DPS scan list and I can see that it's doing something. The signal strength goes way up and the T light that indicates the device is receiving control channel data illuminates, but no audio. Same for the Marion County SAFE-T scan list.

I think I just found the answer to one of my questions in another post where someone said that there are zero SAFE-T users on Phase II right now. I'll get back to that later, but right now I'm going to focus on IDPS. I did a little more testing to see what I could come up with. Created a scan list, added all four sites and all 570 tg's. I am now receiving INDYGO and AES, but nothing else. I read the wiki on simulcast distortion, but I don't think that is the issue as there is no audio at all from IMPD or any of the many other tg's that have been added.

If you're hearing IndyGo and AES but not IMPD then you probably programmed System 2 instead of System 1. All Marion County public safety is on S1 exclusively and IndyGo/AES/DPW is on S2 exclusively. Try programming in the System 1 freqs and see if you hear public safety traffic

I actually had both system 1 and system 2 set up in one trunking object with all relevant tg's. This morning I split them apart. The one labeled IDPS has the IMPD tg's in it and the INDYGO/AES has their tg's. Each in a different scan group. When I set up the sites, I added all site frequencies rather than primary and alts only, but I've tried it both ways. Does not seem to make any difference. Still dealing with the same issue. INDYGO/AES works. IMPD does not. I have attached a couple of screenshots. Kind of at a loss for what to try next.

I think I'm convinced that a lot of my problems were just location and lack of a better antenna. The radio went back to its owner this morning and he isn't having any issues. I'm in Marion County, but I'm on the far southwest corner close to the Morgan and Hendricks county lines. That combined with the stock telescopic antenna may just have been 99% of my issues.
