I recently purchased the Uniden BCD996P2 and I'm having issues with programming it using ProScan and importing stuff from RadioReference. I have Pro/ Premium memberships and I am trying to program the KCMO Metropolitan Area Regional Radio System (MARRS) into my radio. I consolidated the different groups into sites for Jackson County (MO), Jonson County (MO), Johnson County (KS) etc due to the group number limitations for each system. Everything looked good and I imported all of the data to the database and uploaded it to my scanner.

Unfortunately, I am unable to hear any traffic whatsoever when scanning. I have also programmed some analog systems in their own site and groups and i don't hear anything from them as well.. I do see the the bars at the top showing a received signal flash as the channels scan but nothing comes in. Squelch is set to 2 and the volume is confirmed up bc I can hear the beeps from the button responses when pushed. I've tried different antennas including the one that came with the unit. I am new to the whole P25 system programming and only programmed analog up until now. I'm left scratching my head and wondering what to do next.

There are a lot of encrypted talkgroups on the system you are trying to listen to. Could that be your issue? It would also help if you specify the exact agencies/talkgroups you are trying to listen to. That would at least help to possibly eliminate whether or not encryption is the issue.

Posting to your state forum Missouri Radio Discussion Forum

would likely get you far better help then posting in the Uniden Tech Forum.

And from just reading the above thread, see this quote: "Most, if not all, law enforcement agencies are now fully encrypted."

You should hear things on analog providing those frequencies are being used. As to the talkgroups, if they are encrypted the scanner will auto mute and skip ahead.

When you look at the MARRS system under the mode column, anything with a DE or De is encrypted. lower case e is partial encryption.

I've always programmed my scanners by hand or via computer without the need to be a premium subscriber. See if this video helps you understand. It'll render in your browser via HTML5. I don't use YouTube anymore and never will.

and it might be the old "the more you try and listen to, the less you hear".
if the radio is busy scanning the talking might be over.
can you just try listening to one thing ?
to check the radio try this
when scanning hit the hold button, type in 162.55 (NOAA) and hit hold.
