BCD325P2/BCD996P2: Programming with "System #"

I've been getting ready to program my BCD996P2 for Fire/Police/EMS in Worcester County, Middlesex County of Massachusetts and also Southern New Hampshire. The used scanner had other programs in it and there are three "Systems #" with the numbers 1, 2, 3, and 9 under the Municipalities group: see below:

Can someone help to explain these and why they are used? I have a list of trunking and conventional groups built for the new england areas mentioned above through freescan and RR. Do I need to do something with these "System #"? I am not a programmer. . .just a fire fighter trying to build a scanner for my 84 year old step dad so he can listen. His old scanner doesn't get any of the new digital frequencies.

You can press"menu" , then "program system" , scroll to the system listed , press "Eyes" , scroll to "delete system", it will be gone, this is done by hand as I don't use software,...

First thing I do when I purchase a used scanner- factory reset it. This will completely erase the scanner (memory and settings) to factory default settings. It's always best to start fresh-

Turn off the scanner. Then press "2", "9", and "Hold" while turning it on to perform a factory reset. Hopefully you don't have arthritis

i tis just that someone programmed a system into the radio and did not give it a name.
you could look at the frequencies and try to figure out what they had put in.
the P is P25
and the C is conventional
