I've never used the web import feature so I can't help you there but I do have a lot of experience using WIN500. You can make any object a member of one or more scan lists. By default, everything starts out in whatever you have set for the default scan list (I think it is initially set as defaulting to scan list 1 but you can change that in the General Settings tab). In any case, once you have everything imported then go to the CONV Objects (for conventional frequencies) tab or the TSYS Objects tab (for trunking talk groups) and locate the "Scan List Map" column. That shows which scan lists are being used for a particular object. If you select that object and highlight it you will see detailed information to the right. There's a section in the upper right in the CONV Objects tab or about the middle right for the TSYS Objects tab that shows the 20 scan lists with check boxes in two columns of 10 each. Just check the boxes for the scan lists you want that object to belong to and uncheck those you don't want it to belong to. You can select multiple consecutive objects using the Windows shift key as usual and for non-consecutive objects the CTRL key method - same as almost all Windows programs.
