I just purchased a PRO-96. Anybody have a easy way to programit to the UCAN frequencies?

Welcome to the forum.
This Pro-96 programming shortcut may help. The scanner is a CC (Control Channel) only scanner, thus you should program only the Red and Blue freqs for the sites near your location. Then select those talkgroups which will work with the selected sites.
Having said that, W5JSS pointed you to the best method for programming the scanner, you will also need a 20-047 cable from Radio Shack. Note also the Premium Subscriber Icon on both our post. This will allow us to import the data into Win96 from the Radio Reference database page then load the data to the scanner from the software. To subscribe, click on Your Account above, then on Subscription Information Page.
