proraming please help

Could someone please tell me, if it is even possible, how to program a "talk group" into a scanner. Our county in Indiana is going to the 800m freq. and I wanted to moniter the other departments in my scanner in my unit however I don't get how to program the information that is listed. It lists different numbers under the categories of DEC and HEX. Can anyone help? Respectfully, Ryan
