So I'm pretty new to Proscan, I went to import a StarCom 21 Site, and Proscan imported the firequencies directly from the RR database. However, for instance, it imported 770.168700 that frequency should have been 770.16875. Other frequencies frequencies on that site were wrong also. Is the Software somehow rounding this off or?? Also that first frequency is what's showing on the scanner also.

Is this normal or ??

The scanner is making that change not Proscan.
It is the same for all Uniden Scanners as explained by UPMan when the 436 536 first came out but the scanner still operates just fine.
Do not believe me just try to enter the same frequency by hand then go back and look at what the scanner displays.

I believe you. :)
Yes, it's normal.

See this discussion.

Carry on!

Thank you both, I appreciate it. Yes it operates ok, or at least seems to. The one system that made me see this happen is quite some distance away from me and I was only using a short antenna on it and it received it just fine. Honestly I never even saw the frequencies until I was watching the thing on the laptop, the scanner doesn't show them, or at least not on the display I have.
