this may be a dumb question but is the pro voice upgrade worth to buy in cuyahoga county all i see is busses and parma police i can hear both without the upgrade ,it is listed as edacs i cant seem to figure it out
I skimmed the RR DB for you. I saw about 3 EDACS systems in Cuyahoga County and all of the listed talkgroups were flagged as analog.
So offhand I'd say the answer to your question is no.
EDACS is a trunking radio system, signalling the radio ids, groups ids, and which LCN channel to tune a radio to. ProVoice is a digital voice mode used on some EDACS systems. EDACS systems can carry both Digital and Analog voice. The only suggestion I can make is try it without first, and if you hear or see digital voice on that system, then its up to you to decide whether or not to buy the upgrade. EDACS and ProVoice are well out of support and those systems are supposedly thinning out, even if it still seem to be the main system used by SLERS in Florida.

Don't waste your money. There never was much Provoice used anywhere in Ohio, and none up there to the best of my knowledge. The NXDN and DMR upgrades would be far more worthwhile.
Agreed with the above, though it depends what you intend to listen to. Even traveling many states, I only got NXDN and DMR upgrades for the mobile scanner, and never felt like I have missed anything.
As of this posting there are only 31 identified systems in the RR database utilizing Provoice in one way or another (some only one or two talkgroups. Basically any talkgroup ID'ed as mode "D" would be Provoice digital in these cases), see list here. If you have no intentions on monitoring any of these then I wouldn't waste money on the upgrade
