I would guess that ProVoice is not used anywhere in Nova Scotia and It probably would be not worth upgrading to this on a scanner?

It's being phased out of existence by the manufacturer.

Not needed in Nova Scotia.
Closet ProVoice to us in Canada is in Quebec city. As mentioned above, it's being replaced with newer systems.
