Hello All,

I've been receiving updates concerning the name of the PRWN system. A couple have been stating the name has changed to Regional Wireless Cooperative or Regional Wirelss Consortium.

I've done a litte research myself and have discovered that the name of the system is still correct - Phoenix Regional Wireless Network.

There is an agency called the Regional Wireless Consortium, which is:

" The unincorporated association that was formed by the Parties to jointly and cooperatively plan, design, construct, operate, maintain, and finance the Network."

This information was taken from an RWC governance document (version 11) issued by the Consortium on 20 August 2008.

Based on this, it looks the name for the network is PRWN.

Not so sure - here's some of what I found using Google. I'm leaning toward the ideal that PRWN is becoming RWC. Lots of evidence on the internet supporting Regional Wireless Cooperative.

The Phoenix Public Safety and Veterans Subcommittee on Tuesday decided unanimously to recommend that City Council adopt a governance agreement that would guide the Regional Wireless Cooperative.

Phoenix Police Chief Jack Harris and Phoenix Fire Chief Bob Khan praised the new system. Individual cities like Mesa and Tempe have already provided their own capital to join, according to officials.

Officials said the proposed system, which would be governed by a regional board of directors and executive committee, will prevent potentially dangerous delays or communications gaps during emergency responses where multiple agencies overlap on each other's territory.

RECOMMENDATION
It is recommended that the Town Council approve entering into an Intergovernmental Agreement to
form the Regional Wireless Cooperative {RWC), which will govern the operation and maintenance of a
joint interoperable public safety, public service, radio network.
FACTS
In November of 2007 iXP Corporation submitted to the Council The Town of Paradise Valley Public
Safety Communications Master Plan, a strategy to modernize our communication systems. The first
two phases of that plan are complete with the remode! of the communications center and the upgrade
of electrical and electronic systems. The final phase presented two options. One was to replace our
aging radio system with a stand alone system, and the other to joining a regional system. Since then
the Town has continued to be engaged with iXP in an effort to lead to the proper decision. That
decision has been determined to be joining the Regional Wireless Cooperative (RWC). On this
system police will operate independently in normal conditions and with other agencies in
emergencies, providing seamless interoperability. Radio signals will be handled by one tower within
Town located at the Police building along with other towers located in other cities. Phoenix Fire is
scheduled to be on this system in the near future and will need signal capacity. By virtue of an existing
IGA with the City of Phoenix, the Town must make communication infrastructure improvements to
support Phoenix Fire Department operations. The Town of Paradise Valley will incur cost to improve
our PD site in order to conform to RWC requirements. Ownership of all real property will be retained
by the Town. In addition, the Town would contribute to operating and maintenance costs on a yearly
basis. The Town will be represented on the Board of Directors of the RWC. The governance
language has been reviewed by the Town Attorney's Office and found acceptable. By entering into
this agreement the Town is not compelled to include the Police and Public Works Departments in the
network, but it will provide a mechanism through which the Town will have a voice in the process of
finalizing the formation of the RWC. The ultimate goal is to include Police and Public Works on the
system since it will be the most cost efficient and operationally practical way to replace the Town's
aging single channel system and gain full interoperability.

IGA WITH CITY OF PEORIA - REIMBURSEMENT OF MICROWAVE CONNECTIVITY COSTS

Request to authorize the City Manager to enter into an Intergovernmental Agreement (IGA) between the City of Phoenix (Phoenix) and the City of Peoria (Peoria) for reimbursement by Peoria for costs associated with bringing Peoria onto the Regional Wireless Cooperative (RWC) radio system.

This IGA will memorialize the commitment by Peoria to reimburse Phoenix for staff time, equipment, hardware, licensing, and contract services to provide microwave connectivity between Peoria and Phoenix. Total costs will not exceed $150,000.

All funds will be reimbursed by the City of Peoria.

This item is recommended by the Chief Information Officer and Mr. Cavazos.

Ok, let's take a look at this:

Notice in the "Phoenix City Council Stuff" you posted
"council adopt a governance agreement that would guide the Regional Wireless Cooperative."

"Town of Paradise Valley" you posted

"Tempe City Council"

---- All of the above talk about the RWC governance agreement to operate and maintain an interoperable communications network. It does not imply the network is called RWC.

This is the only reference that calls it the RWC radio system. I've gone through a number of other references via Google, and this is the only suggestion of a system name change. In almost all cases RWC refers to the governing body of the interoperable radio system (PRWN).

It would be really nice to have it clean that the name has changed, but in my interpretation of the many references, the governing organization is RWC, and the radios system is PRWN.

Perhaps, one of you can contact a radio adminstrator up there on PRWN and have them clearly enunciate for us, has the name changed? Thoughts ?

Ok everyone,

Looks like we finally have a reference on line, stating that the PRWN system will be renamed to RWC, because of the "collection of emergency-response agencies whose communications systems will have what officials call "interoperability." "

Unless more discussion is needed, I'll change the name over the next couple of days to the Regional Wireless Cooperative.

Some of the comments on the azcentral story are kind of funny, I wouldn't really expect most people to know how the system works though.
