I listened to both, but I didn't pay too much attention to her specific words, I heard it generically as 'test test 123'. Did she include an enc key or something?

One thing I'm having an issue with is the Seattle Police talk groups, when an important all-precincts broadcast goes out, it starts with alert tones, up-down-up-down-up-down, and then there is a follow up broadcast from the dispatcher, alerting everyone to something that happened, and ending with 'follow up on South', for example. Lately I've been hearing the tones but not the follow up message. Does anyone know what talk-group is making that announcement, or if something has changed like perhaps they are encrypting it?
