I'm thinking of the Yaesu FT-60R or the VX-6R. Only repeaters in my area that I know of are 2m and 440. But I'd rather spend more and buy once then go cheap and buy twice, ya know? Maybe I just answered my own question.

as a scanner it would be fine. if you are gonna TX on the public safety feq's then its a no-no.

The FT-60 is a solid performer, and simple - the user interface on the VX-7R always looked complex to me. It has a nicely balanced power range that makes sense - 5W, 2W, and 0.5W.

Plus the FT-60 has wide Rx...I use it in a pinch as a scanner and it's a good mil air radio (attesting to its 225-400 Rx on AM). And it's very rugged. Finally, I bought the FB-whatever AA adapter and run Energizer NiMH batteries as a second power pack.
