Public Safety in Billings

I frequently visit Billings Montana and I own a Bearcat Uniden BC246T and I wish to listen to Public Safety, Billing PD and Fire Dept. I have tried to program the Trunked system but unable to hear anything. Can you advise on System Setup, Is it Motorola or Erickson and can I Listen to Control Channel and have it pick up & search Sub Fleet data for their system.

Any help in general or specific is Really appreciated.
