The province of Quebec and almost all Canadian provinces have outlawed use of handheld cell phones and/or text messaging while driving — Quebec, Ontario, Saskatchewan, British Columbia, Nova Scotia, Manitoba and Newfoundland/Labrador.
In Quebec, it is prohibited to use a device with telephone functionnalities without a handfree set (Bluetooth or wired). That includes all cell phone, IPhone, Blackberries and so on that you can phone or text with it.
Be careful with two way radios that have a numeric keyboard on the microphone such has some Ham radios and others, there are some hole in the law that are not being apply equally ... Although it's not the legislator vision, some PD might issue ticket for such a use.
