From what I can remember in my Opensky Class (can't find the book anywhere as i moved it while remodeling a room a few weeks ago and can't locate the book),
The scan works this way. . . . . In order for a talk group to be received while in your scan list a radio needs to be affilated at that site. Having the talkgroup in your scan list does not mean the radio is affiliated on the TG. There is a way around that though. . . if the channel/TG is selected on the radio that is scanning it is also affiliated. If the channel is set as P2 priority on scan then by default it will also affilate and receive traffic while scanning regardless if any other units are affiliated on the site.
The explanation as I remember it was to keep resources available.
