Radio Shack HTX 252, offset problem

I got this Radio Shack HTX 252 ,, everything seems to function OK ,, BUT,, I can,t get the offset - or + to work,, I,ve followed the manuals instructions on how to go about it but can,t get + or - to work. Has anybody else had this problem with these ?
