STARCOM21. You'll need a
P25 Phase-II capable trunk tracking scanner to track them (although ISP talkgroups still appear to be FDMA you may be able to bring them in with a Phase-I scanner). Focusing on the "mode" column per talkgroup table in the database. Only the talkgroups ID'ed as mode "D" can be tracked. Those ID'ed as mode "DE" are fully encrypted and therefore cannot be tracked by any
[non-affiliated] receiver. You will definitely need a Phase-II scanner to track any mode "T" talkgroup here (TE's are fully encrypted)
