I am in Clinton County here in Ohio, my question is, do the nearby counties use each other's towers?

For Clinton County I know Brown and Warren County radios can affiliate with the Clinton County sites. I am pretty sure Fayette and Highland Counties can as well. I am not sure about Clermont and Greene.

Dalen57- Yes other MARCS site can affiliate with the Clinton County to complete specific radio traffic. However, it depends on how the specific radio is programed. Remember, the MARCS system can’t support every radio on all the state-wide sites all the time. But to your question other site will affiliate and a good example is during mutual aid incidents.

Remember, the MARCS system can’t support every radio on all the state-wide sites all the time. But to your question other site will affiliate and a good example is during mutual aid incidents.
Standard setup for most county and municipal agency talkgroups is home county plus the surrounding counties. A few counties have talkgroups specifically designated for wide-area roaming which can go farther afield, but most just use their XSO-nn talkgroup for this purpose.

Do all the hospital and EMS agencies have statewide coverage? I've been hearing Columbus Children's Hospital on the Cuyahoga County simulcast sites for weeks now.

I also heard Community Ambulance from Zanesville bringing someone to the Cleveland Clinic over the weekend.

Unless something has changed, only some have statewide access. Not all.

Someone can correct me if I'm wrong, it's my understanding that all radios are set for "statewide" access. The roaming limitations are setup at the talk group level.

This allows all radios to access all sites (for mutual aid and other capabilities) while denying the ability to affiliate certain talk groups on certain sites.

Correct. Roaming is based on talkgroups, not radio IDs.
