Radio usage

SC Baptist Disaster Relief training is coming up soon. They have a Communications module for those with their amateur and GMRS licenses, also an Asset Protection module where these radios would be used. I have both licenses. Question-are either of these types of radios used much at disaster sites, either in SC or out-of-state? I am talking about hand-held units and mobiles, not base stations.
