Is it not just USB? Have you tried plugging it into the CIV USB port?

I'm looking at buying the Icom 8600 software but I don't want to pay another $170 for the RC28. I also want to be able to use a stream deck or similar to operate the software without having to use the mouse to click things

All the documentation that I have seen indicates that you have to use the RS-R8600 software and have the RC-28 plugged into the USB port of the PC to use it with the 8600.

The Icom RC-28 works with the RS-R8600 software (sold separately) and IC-R8600 receiver
to let you feel like you are operating the actual receiver’s main dial!

Please note that the RC-28 cannot be connected directly to the receiver.
------

There was a guy who was reverse engineering the RC-28, it is more complicated than a simple USB device doing mouse wheel emulation.
This is a fun thread to see the progress he made:

Has anyone used just a standard USB encoder with it? What about a stream deck? Can you slave the buttons on the deck to functions on the screen? Id love to be able to operate the radio without having to use the mouse.
