KCF-415 is a voted, simulcast simplex system. TLDR, dispatch can hear the mible, they can hear dispatch, but other people who can hear dispatch, might not hear that mobile.

The way the TX signal is sent out to all those voting receivers, oddly enough, is over a low-band 33.540 signal, which is then buffered and retransmitted in simulcast, timed with GPS receivers and crystal clocks to make sure they are precicsely matching.

Weird system to be sure. But I was helping install a radio for a KCF-415 guy and remembered this post when it clicked.

The system in the past had been using 33.78, their old Low-Band dispatch frequency, but quite possibly updated to start using 33.54.

Like several agencies, they're looking at building a new system. I'd imagine like Lakes Region, they'll discontinue use of the Low Band with whatever they get. Both systems were designed by a great tech years ago, who unfortunately passed away. But modern times have created the need for updated systems.
