Region E M/A 1 use on Safe-T

What exactly is this channel used for? It's pretty busy but I'm not clear on it's purpose. Is it a dispatch channel? Is it a channel monitored by all the affected law enforcement agencies to maintain situational awareness? It's also rebroadcast on the Grant County Government system.

In the Indianapolis area, I've noted the following:

H-MA1 BOLOs from Hendricks County. Used by State Police dispatch to contact County 911 Center dispatch or vice versa.

H-MA2 events

H-MA3 events

H-MA4 medical calls where a helicopter is dispatched. Might be patched to another SAFE-T TG as needed.

It's the new version of point-to-point, on the state system. All county Dispatches monitor their regions MA-1. Google search "SAFE-T regional mutual aid map" and you'll see the "Regions" broken down by county. Individual public safety personnel can contact an out-of-county Dispatch center by calling on its regionally MA-1 TG also.

EMA-1 is the Peru Post (dis. 16) primary mutual aid channel used for counties in the district to communicate with each other as well as with ISP. Many times calls will be dispatched over EMA-1 so the state police and the local county can hear it at the same time for quicker responses. serious incidents and vehicle pursuits will move often to EMA-1 also so everybody can communicate. The incident then will sometimes move to EMA-2, EMA-3 etc to free up EMA-1.
