A Good Scanner with Close Call might fit the application to.

i am a volunteer with my cities emergency management. and the director gave me a little project to see if i can find a RF frequency finder that can fit the budget. we also have some spending money from citizens corps i believe and there is a list of things we can and can't buy and this item was one that we can buy

Please go back and READ the Question again.

"What is the intended purpose for the Freq Finder??"

Or is this a "Hey, this looks neat and it's on the list".

I don't wonder that you don't use it. The website says:

"Super Sensitive, down to 700uV in some bands"

...and that's it's best sensitivity! I hate to think what it's worst was.......:)

A cheap'n'cheerful Uniden BCT8 would do all that the OP wants IMHO.
