No. For a scanner application 75 ohm coax is fine. While you may be able to measure the loss (of 75 ohm vs 50 ohm coax) using special equipment, you'll never notice it using just the scanner.
LMR-400 will give you less loss at the higher frequencies, but at a much higher cost per foot as well as for the connectors. It is also quite a bit stiffer and much harder to work with. There are also reports that it is more prone to water damage. RG-6 is a bit higher loss (1 S-unit or so for 100 foot at 850 MHz) but is much cheaper per foot as well as for the connectors, is much more flexible and easier to work with. The choice is yours, however. Both will work well for you to feed your scanner.
