you raise a lot of good points that being be to the possibility of three conclusions:
1: no law about 3rd party exist or has been misunderstood in this forum.
2: law exist, but is not enforced
3: law does exist and people are penalized, but the public either doesn't care or is not told about it (this is unlikely i think)

there are probably more conclusions, but idk . . .

I was not a stringer in the Seattle area. I was in the midwest in '97 and '98 and spent most of the overnight hours running to structure fires, MVAs and anything where there were "lots of flashing lights". I sold most of my footage to a Fox affiliate and the ND loved my stuff.

As far as tips go... it's pretty simple. Don't be an ass. Don't get in the way. Listen to the police when they start yelling at you. Shoot from a tripod as much as you can, Always get the flame shots at a structure fire before the FD puts water on it. Never give up your master tape.

I'm sure I could think of others...

thanx for the tips! i'm going to start filming for with a tripod because i think the police will think i'm for real then. the local police don't care if i record stuff, infact they're really nice, but i've had a state patrol yell at me before. ttyl

As I recall, someone recently questioned whether a law as old as the Communications Act of 1934 could still be valid.
Recently, someone in Los Angeles was found to be in violation of Section 503(b) of the Communications Act of 1934 by selling non-FCC certified Chinese transceivers and was fined $14,000.
