Road Condition Reports

I have been listening to the OPP feed and regularly hear road condition reports. Who/what officers are making these reports? Most of the replies are along the same lines "Roads RVS, RVR, on patrol", etc.

I think you are hearing the MTO make these reports, They do this frequently in the winter at scheduled times and more often during winter 'events.'
