In some areas of the U.S. this seems to be common. I always look at the volume of posts for particular states to help determine an active listener environment. I hope this person get this remedied.

As long as they are using Phase II, your 306XT is obsolete.
A 325P2 , 996P2 or SDS model or similar will be required.

Look for a "Phase 2" capable model.

The database shows that the Obion County Sheriff and South Fulton PD are using NXDN. You need a scanner capable of receiving NXDN.
South Fulton
Obion County also uses a Motorola Type II analog system. I don't see any talkgroups on the TACN P25 statewide system.

The database shows Obion Sheriff dispatch as NXDN. The 396 is not NXDN capable.
However, It looks like Onion County is on a Motorola Type II system. You should be able to monitor this on the bcd396xt.
