I live in Dixie County and need help setting up a rtl-sdr if someone is willing to help please do so. iwas told by a loca leo that someone in Old Town was listing to there new radio system but he couldn't remember his name thsnks in advance bigcurt

The database shows Dixie county is operating VHF NXDN Icom IDAS Type D. So you need to search for NXDN on RTL-SDR. They don't have anything but frequencies listed, so you will have to some listening to figure out who's using what.
