I've seen these models before. Never owned one but I believe the construction is pretty much the same inside for most if not all. The one I looked at inside had an rtl board soldered in some fashion to an upconverter board. It was almost like they had taken an rtl dongle and ham it up converter out of their respective boxes and engineered them into one. It's not exactly precision but i guess it works.
Like i said i've never owned one but if I had to guess on how to operate it, the upconverter would need to be powered via bias-t to bring the lower frequencies up to 120-150 mhz. Most of them had a toggle switch on the side where you would move it one way to listen to 25-1800 or the other way for 0-30 mhz. I don't see a switch on yours though. The listing does say you can email them for documentation so maybe they could help.
