rtlsdr_v4.dll missing

What was the fix?

Started from scratch, and still ended up with same v4.dll error

Installed sdr++ , got vcruntime errors, fix all for that is installing sdr-console 😀, installed sdr-console, it installed all the vcruntime packages(easier than chasing them down on Microsoft)

No more v4.dll error

It is easy to forgot everything we have installed over time vs a fresh start
