For reference, TG 2389 is K10 Transit Security, and TG 2390 is (Phoenix) Municipal Security.

This sounds like it belongs to Tohono O'Odham Desert Diamond West Valley Casino & Resort. I've heard it referenced as the "event channel". TG 4895 is their main channel in the RRDB.
If these can be confirmed, they can be added to the RRDB.
