Even the Shadow doesn't know that one, but the FCC does.

Enter the call sign, scroll to the bottom right, click SEARCH.
When the next window opens click the call sign and you'll find the e-mail for SMUD and the phone number of the consultants who probably designed the system. Either one should be able to tell you.

There are 2 SMUD systems in the database 1 http://www.radioreference.com/apps/db/?sid=1874
