The protocol is open so shouldn't be too big of a deal.

It probably isn't the best way to get weather alerts though :)

Wikipedia is your friend (most of the time). This might be what you are looking for.

No, that's just the protocol. He is asking for a program to do that on your computer.

For future reference, I have come across three software programs that will decode SAME (Specific Area Message Encoding) weather alerts in Windows.

1.) SeaTTY: <http://www.dxsoft.com/en/products/seatty/>
2.) PTDecoder <http://www.tapiex.com/PhoneToneDecoder.htm?sid=sl>
3.) MULTIPSK <http://f6cte.free.fr/index_anglais.htm>

Raw decoding is interesting, but these programs will not translate the data into understandable messages by themselves. You still need to know the protocol and add some processing to be able to read anything useful.

The MultiPSK program shows not only the raw data decode but also the State/County and type of warning. Here is an actual example from the MultiPSK program:

The other two programs mentioned only show the raw data.

If the raw data is not important, Radio Shack carried a weather radio at one time catalog# 12-258 <http://support.radioshack.com/support_meters/doc71/71420.pdf> with a USB interface to view weather alerts on the computer as they were received by the weather radio. It did not show the raw data only the state/county and type of alert. Other weather radios and some police scanners that do similar may be available on the market.
