San Benito public safety changes?

Well here we are 8 months after and nothing new is up and running. Law continues to use the old PW freq since it has repeater choices that (sorta) works county wide. Mobile and handheld still work pretty poorly in multiple (but kknown) dead spots- some you can throw a rock and hit the repeater tower from. I don't know if they really had a plan and did some homework first...

While the database shows the "old" freq 158.7750 as Dispatch for San Benito Sheriff and Hollister PD, for >6 months they have both been getting dispatched on 151.0250- the Public Works channel (who still uses the freq as well on a different PL).
