Hi,
Yeah, even from riverside, San Bernardino County is scratchy. They must have their repeaters wattage set "just so" so that it just covers the county and immediate boundaries give or take.

I could pick them up really great until this weekend I did go up to san bernardino and the system is still online but I guess they took down a repeater that covered patches of the Riverside area.

Probably one soft control channel, when it's up you can't hear it, Try an outside antenna?
They use four in sequence and change in the afternoon.

The transmitting repeater for system 9 is located in Chino Hills. So the further east you go the harder it is to receive. Also, the Nextel rebanding will change the freqs soon in system 9. Also, we are looking at the possibility of adding a third site to the system and simulcasting it (know more in the coming months).
