San Diego County Sheriff's Dispatch

I have not been able to hear the the Sheriff's dispatch, Encinitas, San Marcos and Vista.
I have looked on the forums and do see anything that stands out.
Has there been a change?
I was able to hear Sheriff's Search and Rescue 4 today though.

Any info would be great.
