Just because the emissions codes are p25 phase 2 doesn't mean they will be using phase 2, but more than likely they will be switching to a p25 system or to ORION's system. Only time will tell.

What this means is that sometime in 2017 scanners that only receive the Motorola 3600 format will be just as useless in Sarpy County as EDACS format only scanners will be in Lincoln.
