The push back against this has been going on for a few years now. Boston, New York, northern NJ, Los Angeles, and a few other areas have been lobbying Congress. The Chairman of the FCC came out in favor of this legislation last week. From the FCC standpoint, the cost of relocating public safety systems would far outweigh the revenue garnered from auctioning off the spectrum affected.

Hopefully, the Congress will pass the bill and the President will sign it quickly.
