I had a question I just got a uniden BCD996p2 and I programmed the starcom 21 system and when I put the talk groups in for tricom dispatch a few sound encrypted the talk group ID is displayed but no voice if it is encrypted is there anything I can do so I can hear the traffic with this model scanner thanks for the help

Nope.
Tri-Com police dispatch talkgroups are encrypted, but their fire talkgroups are not.
All fire departments in kane county with the exception of Aurora are in the clear. I believe the PDs up North (KaneCom) you can hear them but tricom police are encrypted and there is no way to hear them. Sheriff's office are still on there analog frequencies for now but they will be switching to starcom 21 encrypted TGs sometime in the near future.
