Scanner, and options recommendation

Hi all, I’ve been listening to a lot of police radio lately on my phone but sense that I’m missing alot of action. I’ve been looking online at scanners, options, radioreference wiki…. I’m a bit lost on what I need to listen to the areas that interest me. I’d like a hand held, and I’d like to receive Snohomish, Skagit, Whatcom, and Island sheriffs, WSP, and the city police within those counties. If you could point me in the direction to get a start, with all the forums and databases that you guys have on here, I’m sure I could go along way with it. Thank you.
