Can anyone help me for a recommendation on a scanner app to put on my phone that can receive in NXDN

A scanner app will only stream feeds provided from a feeder, you can not choose frequencies or systems unless someone is streaming the feed. It does NOT work like a scanner.

Scanner apps will only let you listen to audio streamed over the Internet from a volunteer. Is there something in particular you want to listen to? What state, county and agency?
