Years ago I tried these adjustments as I was desperately wanting radio to work on my County. Many people tried these adjustments and there were some threads describing results.
As has been described here the response to phase1 simulcast and phase 2 are different. On phase 1 you will get voice transmissions but they will be broken and distorted and on phase 2 similcast distortion is usually just no transmission at all. You really need to be able to hear some kind of modulation to adjust these settings. Results are not actually real time. You just make the adjustments and hope you start to hear something.
For me it never improved anything with simulcast reception but there were changes in clarity and modulation which was very sharp and clear on analog systems. Also performance on Motorola type ll SmartZone systems was very sharp and clear and didn't need any of these adjustments change from default.
Over about a year, I would read something about these adjustments and I would go back and try again. I did that maybe half a dozen times before I just stopped trying. Certainly worth giving a try as different systems and your own location might get different results.
