Scanner compatibility to "phase 2", Project 25

I had posted this earlier. I cannot pick up CSP on CLMRN APCO 25, phase 2. there is no option in scrolling window! Anyone know which handheld scanner would be best. I was told to get "SDS" component, what does that mean? Thanks.

The scanner will not allow Phase II systems to be programmed. It is a Phase I scanner only. And, yes, it is an older scanner.

SDS isn't a component. It is a $600 scanner that lets one program Phase II systems.
There are less expensive scanners that you can program Phase II systems.
