Scanner not decoding signals

Hi, newbie here. Does the Uniden 996 for example suffer from any problems that the GRE made units that Radio Shack sold in the recent past? My example is the Pro 2096 and its fits when it can't decode the Michigan State APCO 25 system. It spits out annoying chainsaw noises when it can't find or understand the local control channel. I fed it the updates from Radio Shack some time ago. Still having problems.

Scanner Decoding problems

What I didn't say in my first post is that I want to upgrade scanners and if the Unidens have same problems as what I have now, then I won't do that.

Maybe the annoying noise your hearing is encrypted channels, do you have any talk groups programmed in your scanner that have a E in the Mode column in the database to the right of the talk groups?
