I am looking to get a new scanner my Pro 90 appears to be a little antiquated for monitoring the Clark County, PDX system. I haven't kept the pace with new scanners can anybody make some recommendations with regards to new handheld units to look at.

I recommend the BCD396xt
I have 2 of them and also own the Pro-106
I purchased a "refurbished" one from this seller. It was perfect:
Uniden BCD396XT-R Compact APCO 25 Handheld Scanner - eBay (item 270688620221 end time Jan-12-11 12:48:53 PST)
Or , this one looks like a good one also:

NEW-UNIDEN BCD396XT APCO 25 DIGITAL SCANNER.W/EXTRAS - eBay (item 200564233795 end time Feb-09-11 21:53:31 PST)

Or you can spend the $500 and get a new one.

I am not sure if you need digital reception, but that is the way to go to stay with the newest technology

Digital isn't terribly prevalent in the area (yet). That being said, there are several P25 systems being built up, that will be operational before the end of the year. The Bearcat 396XT (or a similar GRE/Radio Shack unit - the PSR500/Pro-106) are good options. They will come in at or near your limit of $500, but you could/should be able to find deals around town/the web.

If you want to forego digital for the time being, the analog equivalents (the Bearcat 346XT and the GRE/Radio Shack PSR300/Pro-164) will work just as well (for less dollars), but obviously, no digital capability.
