I am looking for a good starting out unit that will allow me to listen to PD, Fire, and Air traffic. I live just outside of Madison, WI so hopefully that helps with my questions.

I was looking at unidentified 125 or 75.

Dane County is moving to a P25 digital trunked radio system this fall so you'll need a digital scanner if you want to listen to anything outside Madison. The City of Madison uses an analog 800 MHz trunked system that most trunking scanners can receive.

Uniden is the only manufacturer currently making scanners and rumor is that they are testing a new model. Historically they announce a new product 6 months prior to release so it will probably be at least that long before it's available. If you don't want to wait, there are many models that will work:
BCD396T & XT (XT is newer version)
BCD996T & XT
HomePatrol-1
GRE (out of business) PSR-500, 600, & 800
