dude I love your quote but here in CT I always get the "I've only been working here for X months"

Best thing was when I asked if they still had any copies of police call and she asked why they'd be calling the police-I almost pee-d myself

If some audio is heard through the hum and noise on playback, check your audio cable. You may have an open ground shield.

First thing to try is to put it on a channel with known constant activity, such as a NOAA weather channel or your airport's ATIS frequency. If all you get is a hum, it's quite likely you have a shorted connection somewhere, or you've plugged into the wrong port on the PC. You need either the Line In or mic in - every soundcard responds slightly differently.
Another thing to check is your soundcard settings. Check your soundcard's control settings by double clicking the speaker icon in your system tray (some systems you need to go thru Control Panel). Look specifically at either the Line In or Mic in settings under 'Recording' and see if there's any setting that seems to boost the response (some have a 20db amp, others use extra compression....). I experience a nasty hum if the level is set way too high.
The cable may also be wrong. Some soundcards use a stereo input, others use a mono input.
I don't think you have a ground loop issue, but it's also possible. Our recording wiki has a tip or two about that....that's about all I can think of at the moment....73s Mike

Are you running a wireless network? If yes, you may need a better shielded audio cable... RF noise from my wireless network was coming through the cable to the sound card from the scanner..

nope no wireless, what leads me to believe its the cable is the fact that it worked for awhile on my desktop computer then did the same thing there, so hopefully it is the cable. Thanks guys!

Mono-to-stereo adapter at the scanner, then the cable to the computer. If you play with the cable the way it is now, pulling it partially out of the scanner, you'll find a small point at wehich you get good audio. It's easier to use an adapter than to devise some crazy scheme to keep the plug halfway plugged in.
