No. Any Bearcat/Uniden, Regency, Radioshack or GRE absolutely require AC for home use, or DC for vehicle use.

I believe most base scanners have a 12 volt DC input for vehicle use...
You can power them that way if so desired...

If your looking at battery's internal to a base scanner itself for power, I don't think so...

No. Any Bearcat/Uniden, Regency, Radioshack or GRE usually require AC for home use which is converted in to DC in the power supply, and fed into the unit. You could feed DC directly into the back of the unit if you had another source and didn't want to use a wall wart for it.

You can use any battery backup that has a 12v output to power a base scanner.

Yeah any base can run on batteries, it won't have a built in compartment for it but lots come with the power cable with stripped wire on the end for direct battery connection. I put Crimp on alligator connectors on the one that came with my BCT15x and I connect it to a Rayovac 12 volt lantern battery when needed. I got it for when the power is out during monsoon season and they hold charge for years when not used so I don't have to keep it on a battery maintainer like with a SLA type battery, although if you're going to be using it all the time the SLA is more practical.
