As far as I am aware, the British emergency services are migrating to a system called Airwave, which is really TETRA, which cannot be monitored by scanners.

TETRA is a type of Trunked System. It cannot be monitored, as it is encrypted almost all of the time. No recievers are made to decode it either.

TETRA stands for TErrestrial Trunked RAdio - originally meant Trans Europe Trunked RAdio

As for receiving digital cellular phones, you will have as much chance of receiving them as you will of receiving TETRA.

First, the Smart a... answer.

ALL radios operate on frequencies, and a cellular telephone is a type of radio, but thats got nothing to my original statement.

Now for a more technical answer.

TETRA and digital cellular telephones use similar technology.

Comint.
